Warning! The FEC/NASED 2002 certification process does not certify
parts, it certifies voting systems, the whole shebang. The 1990
standards applied to parts.

While parts of a system may be certified to comply with the applicable
part of the 2002 standard, states that have written 2002 compliance
into their acquisition rules really do require an all-or-nothing
model of compliance.

The 1990 standards, certifying parts, didn't work too well because,
lacking standards to assure interoperability, systems were frequently
deficient even though their parts all met the standards. The new
standard demands that the entire system be tested as a system.

The next standard, which we might start praying for or something,
might be well advised to allow certification of parts so long as
those parts conformed with standard interfaces into the system, and
then allow an expedited certification of systems composed of certified
parts. We aren't there by a long shot.
