I've proposed that one or two extra printers be provided. This could be
written into the contract with the vendor supplying the equipment. The
actual number of extra printers would be calculated based on statistics on
printer jams.

If a printer jams, you'd plug in a replacement. No attempt would be made to
remove the jammed ballot until after the polls close.
