The general answer is that we develop a procedure at the ballot box as
necessary to ensure that only one ballot gets deposited for one voter.

This is #8 in the "What the Demo Will Demonstrate" document, a procedure for
placing the ballot in the ballot box.

It will take some testing, but I think we can probably devise a reliable
procedure for this. Whatever problems that surface with this approach will
have to be dealt with, or a different approach will need to be taken. At
this point, we haven't done any testing.
