I'm looking at it from a different point of view: AFAIK, we don't have
so many human resources involved in web development (am I right,
Alan?), so as long as we can keep two different languages to work,
there are chances we can assign different task to more people.

About the permissions problem: PHP scripts should be executed with IIS
rights. Does the ISP know if we can give to IIS the rights to write
to, at least, one directory?
Of course, in Linux the solution is trivial: we can simply change
directory permissions and everything should work fine.
