don't apply because "it is completely different". But both use the same
architecture: memory cards, etc. So I would expect the same
vulnerabilities, such as viral hacking via the memory cards, would be
applicable.

Anybody have any technical information or otherwise to help me refute
the NH Diebold vendor claims?

1.94w is the version Harri Hursti used in demonstrating his famous Leon
County, FL memory card hack, exploiting the AccuBasic interpreted code
on the memory cards.

Th 1.94w firmware version was in use on Diebold machines that counted
25% of the US vote in 2004.

Interpreted code in voting systems is and was expressly forbidden in the
federal voluntary voting system guidelines (VVSG)
the ITAs are supposed to apply when testing the systems for federal
qualification.

Interpreted code is human readable, can be easily rewritten, and the
altered code can be burned into the lookalike portable memory cards
using an EPROM burner device readily available from agricultural
suppliers (it's used with field meters that take readings on sugar
content in ripening corn).

The 1.94w machines are still out there in the tens of thousands

Further, I'm not aware that Diebold has so thoroughly rewritten their
code that their systems are no longer dependent on interpreted code.

As far as I know, ALL Diebold systems still depend on AccuBasic on the
memory cards, and if so, they are all illegal.

HAVA money may not be spent on voting systems that fail to meet the VVSG
(federal voluntary voting system guidelines).
