Well, there's always google. A quick check there shows that most occurences
of "open voting system" are related to OVC.

I just noticed a couple of other occurences ...

Some page in Michigan refers to open voting system but it's not clear just
what they mean.

How about this? http://whiteboxvoting.com/ "We define white box voting as
an open voting system that has the following characteristics: .... " Not
much there but there is a link to Mercuri's Notable Software. Appears to be
after OVC discussion list started.

Short answer, "yes," the Mann paper looks like the first description along
the lines of what OVC means by "open voting."

Sometimes, "open voting" has to do with non-secret ballots -- as in
legislative voting.
