PA Dept. of State has lost data about 2004 election

I just called the PA Dept. of State to inquire about getting official
state-wide election results. I was told that the results were not
available because the state database was corrupted. In particular, the
data from twelve counties was lost.

I'm trying to find out which counties, and to double check that this
means that none of the information is available.
