COTS = Commercial Off The Shelf != Will Never Change For Any Reason. So
what I'm getting at is that there is no conspiracy here; the vendors are
just adapting to ever improving technology. As long as they keep the
interfaces *and the functionality* the same, most COTS customers
shouldn't worry.

Having said that, voting tech should be scrutinized much more carefully,
obviously. And you are correct: COTS != Instant Security.
