I think you are right about that.

BTW, I spoke with the consultant, Kevin McDermott (I gather that Lora
Chamberlain's role is more informal).

It's in the contract with Sequoia -- the county can have some expert(s)
review the code. They have no budget for it and it's all confidential.

I'll call David Orr (Cook County Clerk) tomorrow.
