At least it raises the contrast with voting systems serving the PUBLIC
interest. I think you need -some- adjective, either way.

has applied for 501(c)(6) status" or "with pending 501(c)(6)

It just reads like a typo or thinko the way it is. I guess "designed to
be" is a slight bit better; but even that is awkward.
