Those are all good questions.

1. The OVC is 501(c)(6) pending, not 501(c)(3), so the rules are different.
2. The voting-project mailing list is my personal resource made
available for discussions involving these topics. It is not formally
an OVC resource, although the OVC has made a link to the website
holding the archive.
3. I believe Alan was speaking as an concerned individual and not as
an officer of the OVC. When he gives testimony on ACR 242, he should
indicate his affiliation, but state that the OVC does not take
advocacy positions on legislation.
