The basic problems with provisional ballots don't lie in the
voting machinery, but in the puzzling and varied rules that
govern the decision of whether or not they should be counted.
Some state laws (I can point to Iowa) allow a voter to cast
a provisional ballot in any precinct in the county and it will
be counted if they are registered in some precinct in that
county. Other states (Illinois, according to today's Times)
reject the provisional ballot unless it's cast in the right
precinct.

Whatever the rules, provisional ballots must all be judged
by the canvassing board, so unless their numbers are very small,
nobody should expect them to get much scrutiny.
