The Best Possible Voting System is the one where voter disenfranchisement is
the most minimal. Voter disenfranchisement includes instances where voter
intent is lost or misrepresented due to such things as,

- Obstacles involving voter registration
- Obstacles in getting to polling places
- Obstacles obtaining absentee ballots
- Inability to use voting equipment
- Ballots lost or damaged (paper or electronic)
- Fear of loss of privacy
- Incorrect tabulation
- Illegitimate ballots cast by others
