TTS (text-to-speech) for names (e.g., saying a write-in-candidate) is
appallingly poor. For example, there is no existing commercial
off-the-shelf system that with recognize my name. In addition, if you were
to SPELL my last name, most COTS systems have language models attached to
the grammars/reco engines that prevent my last name from being
recognized. The search space for spelling is huge, so these open-domain
recognizers typically restrict the search space by using the transitional
probabilities of English.

Basically, I would strongly advise against a TTS system. The reco problems
are HUGE!
