I would probably say yes on the PD documentation too. But I'm flexible,
as long as it is an Open approach.

The GPL itself is not particularly well targetted to documentation.
Concepts like compiling, linking, etc. that appear in the GPL don't have
any particular meaning for documents. The FSF suggests the GNU Free
Documentation License instead, which serves the same general purpose.
However, I'm not really worried about someone forking a proprietary set
of documentation if the code is GPL... such a thing would be allowed by
PD, but there does not seem to be a harm in that (I guess someone could
sell an "aftermarket" book to elections officials).
