Actually 100 percent are unauditable because Pennsylvania does not allow any
real audits. And differentiate manual spot checks from audits. An audit ALWAYS
evaluates chain of custody issues, whether procedures are in place and whether
those procedures were followed.

But it's all moot anyway in Pennsylvania (and many other places) because it's
not legally recountable.
