Yes. Texas is one of those states. The vendors have been quite obliging to the powers that be. When I was on Denton County's evaluation team in 2003, I attempted to write-in for someone not on the ballot as a write-in. If I'm not mistaken, I got no indication during voting that my write-in would not be counted. It just didn't show up in the totals. When I asked why my write-in ballot wasn't counted, my concerns were brushed off by quoting Texas law requiring write-in candidates' names to be on the ballot as write-ins.

Forcing write-in candidates to be on the ballot really defeats the purpose of write-in ballots.
