Prof. Dill pushes HR 811 on Huffington Post

He forgot to mention s.327 of the bill, which exempts from hand auditing
all state recounts that are triggered because the margin of victory is
smaller than a state-determined amount. States may conduct such recounts
in any manner they wish -- including by machine. In other words, HR 811
permits states to eschew hand audits in exactly the situations in which
they are most needed.
