I was trying to find the reference in the Election and I can't but
think it is part of the certification criteria. When some of the systems
were certified by McPherson in CA, in the report,s it discussed how the
barcodes had to be removed because of the unique identifiers issue.
Some of these reports were removed from teh website and I don't know if
Bowen has put them back up.
