Doug Jones argued that this clause would help with certification. I
never entirely bought that conclusion myself. Now that I have his job
:-), I'd say, don't get hung up on EVMPL. If you want to write code as
GPL or public domain, please do so. Keep an accurate contributor list
though--if licensing questions arise later, we want to be able to ask
permissions of every copyright holder.
