Running it under Linux ought to work fine, don't know about Windows.
The abovementioned programs were all installed when I installed
Fedora on my laptop.

Running locally, you don't need sox at all. It is not used to play
audio files, but to concatenate several WAV files into one - based on
the selections made on the ballot. But the option to choose WAV was
only added in case MP3 files didn't work for the user.

I'll send you the necessary files in a separate mail in case you want
to try and install it.
