I forgot one of the strongest points.

"It is the height of fiscal irresponsibility to purchase DREs which not
only cost many millions more state-wide (or even county-wide) but
require warehouses, power supply, maintainance, more expensive voting
booths, and guarding; that optical scan ballot systems do not require,
and DREs cause longer lines at the polls. The HAVA money saved by
purchasing paper ballot systems, can be used more widely to implement an
election rules database, an election auditing system, or to secure the
electronic voter registration rolls."
