OVC web pages

I'm not sure who is currently maintaining the OVC web pages. There are
a couple things I think might be improved though.

First a very small detail, but it comes right at the front of the
homepage. I believe that now that we've managed our first demo, even
with the glitches it had, it would be better to change:

        "We are currently developing a prototype version of free voting
software..."

To:

        "We are currently developing a reference version of free voting
software..."

I know we're not there yet for what can really be called a reference
version--but such is certainly our current goal. Well, one of a
number. But I think changing that makes us seem more serious as a
voting alternative.

Next, some changes that would require more work, and are also less
urgent. I think the distinction between "News" and "History" is quite
fuzzy. It would be clearer if the sections were reduced to just one
sidebar item. As well, the links to media coverage probably makes more
sense under "Links."

The EVM2003 page is generally informative. But the reference to Jan
appears a little odd--as Jan himself has also commented. I want to
urge the greatest respect and honor towards Jan, and thank him yet
again for his wonderful contributions. But Eron, Fred, Jean-Paul,
Laird and others (including little bits from me) have also helped us
along. The EVM2003 homepage tries to acknowledge the major
contributors (but send me suggestions if I've missed anything). It
might be better to simply mention Jan in the context of the link to the
Web demo, and let readers link over to EVM2003 for further information.

Anyway, just a few ideas. Overall, I continue to think the OVC pages
look great. Very professional, and projecting a good image of us.
