Not according to my reading of San Diego's charter and election law. A
referendum has to be held within roughly 13 months of its being filed
with the City Clerk. And your regular elections are only in even
years.

The city council may call a special election for initiatives if it
so chooses.

And elections on charter amendments are done in accordance with state
law, meaning within 88 days of presentation of a valid petition to the
governing body.
