EVM2003 homepage update

At Fred's urging, I finally got around to updating the EVM2003
homepage, at http://evm2003.sourceforge.net. Fred, reasonably enough,
wanted the page to reflect his wonderful work and dedication as
development lead.

But I figured that while I was there I should really change it to
reflect the our current status better. The old page was very tentative
and preliminary--now we've accomplished quite a bit, and have gotten
significant national coverage. As well, a lot of questions keep coming
up with people first seeing us, who don't really understand what our
project does. I've tried to address that better on the EVM2003
homepage.

Let me know if you feel anything should be improved further. Did I
forget anyone who really should be acknowledged? Did I miss any
important features of OVC design? Are there typos? (I would assume so).
