Dan O'Dowd's statement was based on old information. Linux has already
achieved EAL3 certification.

IBM sponsored the tests for SuSE Enterprise server running on (of
course) IBM hardware. Since most software components are common between
distributions it seems likely that other distros will pass EAL3 whenever
the companies involved decide to kick in the $500k - $2M required for
the testing.
