Hello Dr. Jekyll:

   It is possible that you might have two candidates with the same last or
first name. I'd recommend that you change the name field to have a Title,
first, initial, surname and suffix field to guarantee unambiguous sortings.
If I'm missing something here, my apologies.

Apparently, I was wrong about Texas. There is no requirement to record the
ballot ID when the voter turns in a spoiled ballot and requests a
replacement. I must have been told wrong one day back when I was a Election
Judge. Apologies.
