Right. And most likely several models will be viable for delivery of the
OVC system.

My advocacy of renting the equipment is more of a prediction than anything
else. Certainly there are pros and cons with all the various possible

1) No Warehousing costs
2) No depreciation costs
3) No maintenance costs (including keeping things up to date--not just
fixing things that get broke)
4) Two-part security

Regarding the 4th "pro" that I cite:
If the malicious insider threat is of concern (and I think it should be),
having the hardware and software under control of the same entity makes an
inside job more feasible, it seems to me. The rental model I have in mind
would have the county producing the CDs which get married with the hardware
just before the election.
