If you talk to many county election officials, you'll find that they're
not enthusiastic with outsourcing anything having to do with the
conduct of elections. That's what such a rental deal is, really.
The ideal would have the voting system so simple that the county could
own and operate it themselves, with no component bigger than a laptop
computer except the ballot boxes, which should collapse to a similar
small easy to deal with size.

Yes, counties hate to warehouse election equipment, but they also hate
to be tied into a contract with an outside agency they don't have any
real control over. This is a problem.
