How small is too small? At some point it becomes feasible to sneak in (or out)
the PDA. You could travel to a district that you know you opponent will do
well in and start replacing PDAs. The new PDAs could be identical both
hardware and software wise, only you've been busy voting for yourself on the
new PDAs. Of course, the paper ballots would not match, but causing confusion
and doubt might be advantageous to somebody trying to rig an election.
Perhaps our basic design/procedures would detect this, but it's something we
should consider.
