I don't know about that. My gut feeling is that the way our system is
built, it will never make economic sense to purchase and store the voting
hardware. Some may want to do that but I they it's likely they will be
dissuaded from ownership once they really see the system and see how it

In any case, we don't really know the answer until our comprehensive
scientific R&D project is well underway.

Right. Part of the work of the OVC will be to identify good companies to be
consortium members and work with them to ensure they can deliver the goods.
